It's one of the worst band-aid fixes to open world progression ever and I'm so upset it caught on and is standard these days. It's part of what disinterests me every time I hear a game is going to have "open world elements," because it's nearly always there.
Enemies scaling based on your level is one of the worst mechanics in gaming. It completely removes the sense of progression.

I haven't played anything newer than Super Paper Mario out of a few small snippets but I have to be honest like isn't the identity nowadays kind of the shifting gameplay styles between games? I find that cool, honestly, even if the execution is subpar sometimes.
