Supposedly Quebec's Premier Parizeau arranged for four regiments of French troops to be stationed in Saint Pierre (island south of Newfoundland) in event of a successful Quebec sovereignty referendum in 1995. They would have reinforced the new Quebec Army led by Armand Roy.


i'd also add gutting USAID which appears to be fairly permanent given the relatively tepid reaction of the democratic establishment. it not only got rid of a lot of left-lib ideologues in the US but also made a pretty much immediate impact over here in europe.
