Another aspect of the PFD for Kaine Fletcher - "Kaine was assessed by the community psychiatric nurse not to require a Mental Health Act Assessment, and so the police did not exercise their s136 powers." Section 136 MHA is NOT about whether someone needs a MHA assessment.
