New: internal City Justice Center protocols require a qualified health professional to sign off on the use of restraint chairs before placing an inmate in the straps. The protocol also requires jail staff to use a handheld video camera to record the guard strapping the inmate in.
Credit where credit is due: the Mayor's office handed over 4 of these 11 Sunshine Requests in the last 24 hours. (The other four were brand new). In her 'First 100 Days' presser, Spencer acknowledged fair criticism, vowed speedier open records in near term.
Transparency score card: From mid-'22 to April '25, St. Louis released 20.5 of 41 Sunshine Requests I filed with them. (50%) (Caveat: some took several months) In the first 100 days under Cara Spencer's administration, the city has released 0 of 15 Sunshine Requests I've filed.
Clarifying this: while the outcome remains the same, technically what happened here was the judge granted a defense motion for acquittal. The jury never got to hear the evidence from defense.
