We have determined that the Keeper League can use Unstable lands after all, so that League has been reactivated.

We are aware of an issue where Pack Wars is incorrectly dstributing Unstable lands as part of the Keeper League. That League will be paused until this can be corrected - apologies for the inconvenience.
