It is about abrogation and delegation of responsibility. gmc puts the blame for killings and harm by PAs onto drs. Thereby govt pushes healthcare failings onto drs whilst govt self isolating from the problems.

Hang on - if GMC has no statutory duty in respect of public safety, why do they care if PAs are supervised? If Drs refuse to do so, does liability blow back on GMC executives? Incentive to refuse maybe?
