I get that lonesome road is a DLC and all, but you'd expect the NCR to take the existential threat of the Divide more seriously. Though in the Mojave the Legion is probably more important, but in California the Divide is right on the border.
I always found it kinda weird how there isn't really that much specialized usage of Ghouls in Fallout. With all their unique abilities you'd think that they'd have more prominance in all kinds of organizations.
