I don't see Israel or the Church as a failure. Moreover, I really dislike the (unmasculine) narrative in church that just looks at the Old Testament saints as cautionary tales of how God puts up with screwups. We should also see them as heroes.
By this logic, God was a bad leader of Ancient Israel.
