In year 2 of the budget, general fund spending totals $24.4 billion, vs $23.1 billion in general revenue. The state can use reserves to cover the $1.2 billion gap. But this shortfall would be one of the largest in a generation, leaving the 2027-29 budget with a sizable gap.

Request for next year: add school spending adjusted by cost of living. We are 24th unadjusted, but 20th adjusted. Otherwise, Wisconsin will keep falling because we are affordable. Spending $2K more per pupil ($1.6B per year!) would take us to...20th place (but 11th adjusted).
