Fundamentally conflating tangential communion (bishops communing with both sides of an internal schism) with the unanimous expulsion of a see from the church... it's not about "if they'll ever reunify" but what would be reasonable for the bishops to talk about.
The reasoning was that Rome is first by Divine Institution regardless who is in schism with it or not. It is a permanent foundation.
Like what do you think was the reasoning? They assumed the schism wouldn’t end, so they ranked Rome above Constantinople? That’d be weird

(1) That's because only one of those three was actually out of comunuon woth Rome. (2) Internal schisms were so common that they planned knowing individual schisms wouldn't last just as we hold family reunions knowing fall outs are occuring & will occur.
