If I patch a road, I'm damaging public property. If they neglect a road for decades they're maintaining public property. So many cases.

why are taxes necessary? One can have a lawful society without taking money from one person and giving it to another.
Few things are more uncivilized than using the threat of violence to seize another's property, yet that's precisely how taxation works. Strangely, people argue this UNCIVILIZED coercion is the very foundation of a CIVILIZED society.
