Not sure how we will get there…but you’re most likely correct…and that seems almost impossible these days.
In order to make that happen, legislation must be passed to prohibit all the bad things you've listed.
I certainly appreciate your altruistic view…Unfortunately I believe we are well past this point.
Ok, but professionalizing also destroys college sports in a lot of ways. It also makes it less interesting/engaging. That is not a feasible solution. The best options focus on viewing college sports as a system of human/cultural development rather than a business.

The 10-year release in the House settlement is not the protection the NCAA thinks. This—collective bargaining—is the only way out of the next wave of lawsuits for the schools and the NCAA.

This is the right direction and the industry needs to rally behind this effort. Collective bargaining modeling the professional model will bring order to the chaos!
A bill has been introduced in the Senate that would allow college athletes to unionize & collectively bargain. It would amend the NLRA so that it covers private and public universities, and require the NLRB to recognize schools and conferences as multi employer bargaining units.

A look at potential values of college 🏈 teams. Texas comes in at #1 with a projected value of $2.38B. One thing to note. If there were sport by sport salary caps (instead of school wide like under House), 🏈 payrolls would be much higher based on these revenue numbers.
As college sports continue to look and act more like the pros, here's a question: How much would Ohio State football sell for? What about Texas? Texas Tech? We used real pro franchise transactions as a guideline for every P4 CFB team. What we came up with: nytimes.com/athletic/65005…

I would characterize the draft executive order on college athletics as much ado about nothing. It doesn’t give (or instruct anyone to give) the NCAA an antitrust exemption, it doesn’t declare college athletes can’t be employees, and it doesn’t preempt state laws.
