I believe there is no explicit legal framework (s) that criminalizes cash hoarding. Best the GoSSS can do is to offer incentives for people to use the banking. There is no way in hell I am paying above $6 to withdraw $100, I rather have my cash in my house (say a Junubin).
The only funny thing about this liquidity crisis is BSS, MoF & all security apparatus know exactly who is hoarding the money, but they are turning a blind eye. Now the funniest of all is they announced a crackdown but chose Gudele as an area of focus. Gudele of all areas 😭😭😭😭
