They can be both. Takes more effort to write them that way, but it's worth if if you pull it off. The best villains don't think they're evil, they think they're right.

This is because (even with flaws) the 2005 movie is a story about humans that become Fantastic. The 2025 movie is about the benevolent squad of super powered gods of a planet full of cardboard people.

George Lucas would've never sold it. He would've just done what he really needed, which was to take a break. Then he could've come back to it later. He wasn't done with it. He wouldn't have had script treatments for more movies and been hurt when they didn't use them if he was.
