'Shield' is a new Bane in Edge of Fate. Combatants can sometimes spawn with an immune frontal shield and generally can only be damaged by flanking them. Tip: Anti-Barrier effects used vs Barrier Champions can pierce this shield too!

Looks like it's 25% in all Portal activities that has this modifier active, AND it stacks with Activity Surges (25%) for a 56.25% damage increase.
