I know the author, he is a Bihari himself. The title is a satirical/ sarcastical way of addressing Bihars stereotype as a "Bimaru state". He is trying to debunk it through that caption by bringing forward the contrast-"Bimaru" vs "most advanced museum". Nothing to outrage.
