UPDATE: DRC and M23-AFC rebel have this Saturday signed a declaration of principles, and must work on final peace deal very soon. The final document signed today has yet to be released, but here is the draft that was finalized a few days ago.

UPDATE: Congolese M23 rebels will be required to start their own banking and import/export taxation system. Uganda will no longer clear goods going through borders controlled by M23 as exported to DR Congo. Kinshasa has stopped its tax collection systems, as well as all banks.
