This is appalling. These are holding cells designed for 2-3 hour stays and they have people sleeping in them overnight, even having to sleep in the bathroom stalls.

As @CaraEckholm says, our onerous housing approval process was well-intentioned, but the consequences are unconscionable. *Over half* of households are rent-burdened—to say nothing of those evicted and displaced, pushed out of the city or onto the streets. It's time for action.
