The Ohio Secretary of State has finally provided precinct results for the May primary. Here's a map of the gubernatorial primary, where Mike DeWine was held below a majority.

Who would draw this map? Some rural Democrat who knows the only way he'll ever be represented by a Democrat is this monstrosity?
