First fix the incentives for academic science. In my research career I was generally unable to find American postdocs who were qualified and interested in the work. The best candidates were H1B or green card holders.
I doubt this is happening yet, but the future education will teach students how to wield AI to produce high level products. Then, we’ll teach students how to use AI to digest those products. Education will be divided between subjects in which the above is applicable or not.

I defend Descartes himself because he was right that we don’t have apodictic knowledge of the outside world, he was just wrong that that mattered in any way. It was his followers who failed to offer that corrective while still trying to derive all knowledge from the cogito.

As awesome as this is, it’s just a bandaid. The M1 system is almost 50 years old at this point, and has problems generating enough electrical power for modern systems. If this is meant for drone defense, it just means having two drones sent at one time. Army needs to do better.
