It is in Human nature to mostly disregard and disobey law. That is why the laws are established in the first place. The key to that is ENFORCEMENT. Enforcement is what controls. That is why it is called LAW & ORDER. And not just Law.

No, they don’t make surface level changes sir. They make the laws, enforce it, control and then shape the society. That is how it works. You don’t make selective laws that can only be enforced selectively . Law and Order shapes everything.
