Character balance is not that important. It's like 6th or 7th priority for a fighting game. But it's all anyone ever talks about. People will play a game to death if it's fun, even when it's unbalanced. Look at 3s and Melee. People won't play a game at all if it's not fun.

It's even worse than you think! There is no safe fuzzy-step against Asuka's Rage Art. It ultimately reduces to guessing. And I can only say this with confidence by using mod tools to check how the move is actually implemented. You can't figure this out using in-game tools.
